This is the largest and most important project in District 2. William has been advocating for residents and our community at city hall over the past 2 years as a member of the Great Park Development Task Force, helping to finally move the project forward. He earned a reputation as a bridge-builder and neighborhood advocate, bringing committee members together after years of delays and helping ensure broad support for the new Great Park Framework Plan.
The vision of a world class Great Park with community amenities, retail, and spaces for all ages to come and enjoy is finally breaking ground. William was instrumental in leading task force members to unanimously support a brand new retail, food, and beverage center plan to serve the Great Park, Woodbury, Cypress Village, and Portola Springs neighborhoods. William also brought stakeholders together and delivered input from major Cultural Terrace partners coming to the Great Park that included Pretend City, Flying Leatherneck Aviation Museum, and OC Music & Dance.
William is endorsed by fellow Great Park Task Force members for his proven leadership on the committee. He will continue to meet with city staff and the community to ensure the Great Park Framework Plan’s progress and ongoing construction continues. Our neighborhoods need a strong voice to deliver the completion of these projects.
The State of California is requiring cities to plan for and create more housing. Housing availability is a top concern for not only our residents, but it also impacts business leaders and employers being able to attract and retain workers.
Irvine is fortunate to be jobs-rich, a place where employers locate due to our large customer base, educated residents, professional workforce, and areas that are safe and accessible. William is a proponent for growth that locates housing near existing jobs and expanding transportation options to reduce traffic congestion.

As our City Council Member, William will work to ensure that Irvine remains one of the safest cities in America. Protecting our neighborhoods will always be one of his top priorities. He will ensure our first responders and public safety professionals have the resources and training to maintain a high level of service for all of Irvine’s villages.
William is the only candidate in District 2 endorsed by Irvine's Firefighters, Paramedics, and Police Officers for his proven commitment to public safety. Irvine must maintain top notch fire safety programs and continue our strong relationship with the Orange County Fire Authority to combat wildfires and respond to emergencies. William also supports the proposed Irvine Police Department substation in the Great Park to better serve and respond to calls from Woodbury, Cypress Village, Portola Springs, and the Great Park Neighborhoods.
As a longtime cyclist and activate transportation advocate, William currently serves as an Irvine Transportation Commissioner. He will continue to advocate for safety improvements to protect pedestrians and bicycle riders from automobile traffic so that all residents, students, and families can get around Irvine safely on foot and with bicycles. The city needs more protected bike lanes and bike paths, creating secure routes that encourage more people to embrace cycling as a transportation option. He will also prioritize the building of proposed pedestrian bridges to connect Cypress Village, Altair, and Portola Springs with the Great Park.
The City Council must also work to improve public transportation options so residents can commute without relying solely on cars. William will prioritize the maintenance and improvement of roads, bridges, and public facilities to ensure they meet the needs of our growing population.
Cities need to take bold and decisive action to protect the environment, combat the effects of climate change, and reduce pollution. Irvine must continue doing more to accelerate environmental stewardship and sustainability. A healthy environment promotes thriving communities, economic growth, and improves our quality of life.
William supports an all-of-the-above approach to achieve net zero emissions, including:
World-class public parks are vital to Irvine's quality of life. William is dedicated to maintaining and improving our parks and recreational facilities to provide ample opportunities for outdoor activities and gatherings. In our community there is broad support for the improvement of existing parks and open spaces, and the development of new parks where possible.
Irvine should further implement sustainable practices in park development, operations, and maintenance. This includes the use of native plants in landscaping which supports local ecosystems, reduces maintenance costs, and enhances biodiversity.
The city must foster strong partnerships with the Irvine Unified School District to ensure they have the resources needed for student success. Gaps in services should be addressed, such as the lack of school bus routes in newer neighborhoods.
William is a strong advocate for investment in community amenities, sports leagues, and arts education to provide high quality programs for our youth. Many families rely on city programs as an affordable childcare option. William supports increased staffing and reduced fees for children ages 2-5 to better serve young families faced with the high cost of childcare.
William is a dedicated supporter and volunteer for the City of Irvine's aquatics programs and the NovaMasters Swim Club. He understands the vital role that community programs play in promoting health, wellness, and a sense of belonging among residents. He will be a strong advocate for community programs to ensure that everyone in Irvine has access to high-quality recreational opportunities and professional training programs.
Irvine should do more to support and attract small businesses, including grants, incentives, and reducing red tape. As a business owner and successful entrepreneur, William knows it is critical for the city to foster innovation and provide support to startups and small businesses. Outdoor dining ordinances established by cities to support restaurant owners during the pandemic are a great example of this.
Not everyone wants a college degree. William supports partnerships with local community colleges, vocational schools, and the building/construction trades to create job training and apprenticeship programs, especially in high-demand industries.
The City Council must maintain a balanced budget while funding essential services and key projects, ensuring Irvine attracts and retains the most talented and qualified workers. As a successful business owner and budgeting expert, William knows how to ensure that taxpayer money is spent efficiently and will work to maintain the city’s rainy day fund.
William will promote transparency in Irvine by continuing to provide virtual participation at public meetings, including all boards and commissions, and expand language access options for all city services to meet the needs of Irvine’s diverse population. He supports equitable representation by actively seeking and appointing qualified candidates from diverse backgrounds to city committees and commissions.
